The original strategic plan for the school district filled a notebook, and very few of the principals were aware of the goals of the strategic plan, and even fewer had any idea how their school improvement plan should be aligned to the district strategic plan.

The first year of the process was very challenging. We had a budget committee comprising the superintendent, finance officer, principals representing each grade level, and the human resource director. The age of transparency had finally arrived. Many budget owners had control of budgets of which principals and other central office departments had little knowledge. The first budget line item accounting was done for the central office budget that the superintendent controlled. As superintendent, I showed the budget committee concrete reductions in the superintendent’s budget of over $500,000.
