Guaranteed Income Supplement The Guaranteed Income Supplement (GIS) is designed as a top-up to low-income OAS pensioners. 14 Marital status and income earned (all income from the applicant and spouse, excluding the OAS pension) in the previous calendar year are used to calculate the amount of benefits received. Allowance The Allowance is an income-tested benefit payable to a 60-64-year-old whose spouse or common-law partner is an OAS pensioner who is entitled to GIS benefits. The recipient must also be entitled to an OAS pension at age 65.

Thus, while increased recourse to immigration would help to boost labour supply, it is important to recognise that participation rates of immigrants trail those of nationals, especially for newly arrived immigrants. 2. Employment, job characteristics and working arrangements The reasons which workers cite for leaving the labour market are very much linked to job characteristics and working arrangements. The extent to which older workers are exposed to long working hours or concentrated in declining or slow-growth sectors will influence not only the extent to which they are currently unemployed or inactive, but will also impact on their future employment prospects.
