In general, ICT is not systemic across an agency or sector the way it is in the core group of agencies. An outer shell represents areas of government where traditional practice is far more prevalent; these sectors are further from the centers of government and, with some notable exceptions,12 their use of ICTs has not been recognized until recently as contributing to the economy, or essential to the well-being of the people and the protection of their rights.
